USAID/EGAT Information and Communication Technology
Blanket Purchase Agreement (ICT@USAID-BPA)

SUMMARY OVERVIEW

The ICT@USAID-BPA works with USAID Missions to develop ICT for development activities serving a broad range of initiatives and issues. Activites include:

Training instructor works with a student at a telecenter.
  • Expert advisory and assistance services to help determine effective, efficient and sustainable ICT approaches.

  • Support for Global Development Alliance (GDA) and public/private partnerships to create development opportunities and ICT access for underserved populations.

  • Building ICT workforce and usage capacity to respond to ICT industry demands, as well as political, economic and social development.

  • ICT project design, development, implementation, and maintenance, including network infrastructure (wired/wireless), telecom links, rapid infrastructure deployment, application development, and training/communication needs.

  • Development of telecommunications policy, regulatory and legal frameworks, and legislation to promote pro-competitive policy and regulatory reform in telecommunications and electronic commerce. Also includes expertise in addressing privacy, consumer protection, and cyber-security concerns.

  • Embedding the appropriate use of ICTs within the activities of USAID Missions, Pillar Bureaus, and Regional Bureaus.

The ICT@USAID-BPA is implemented by Systems Research and Applications Corporation (SRA)http://www.sra.com and has a large pool of partners with a broad range of ICT for Development experience.

Armenia Information and Communication Technology (ICT) Program Support
Managing Organization: USAID/E&E/Armenia
Implementing Organization: SRA International, Inc.

The Information Technology (IT) sector of Armenia has been identified by various studies in recent years as showing promise for providing a significant contribution to Armenia's economic growth.  Some of the sytems developed and supported by the SRA Project Team include:  Centralized Real Property Database System (CDS) for the State Committee of Real Property Cadastre; Upgrade of the Land and Property Tax Administration System (LPTAS) for the State Tax Services; SRA Competitive Armenian Private Sector (CAPS) Activities; andDesign, development, and deployment of Geographic Information System (GIS) Solution for Armenian Tourism Development Agency (ATDA).


Azerbaijan - Treasury Information Management System (TIMS) Evaluation

The TIMS project's goals are to automate the management and execution of the state budget and enhance key business areas in treasury functions. In addition, it seeks to improve the transparency of treasury operations, expedite transaction processing, improve efficiency of expenditure management and financial controls, expedite compilation of data for improved financial analysis and decision-making, and enhance consistency of data to improve checks-and-balances.


El Salvador - Strengthening Ministry of Labor Functions

The Regional Labor Modernization Program aims to reform the operations of the labor institutions by using ICTs as a change agent, transforming the manner in which the labor organization interacts with its constituents and how services are delivered.  The aim is to modernize through marked improvements in information management, transparency, and efficiency of internal operations.  The countries included in the scope of the program are Guatemala, El Salvador, Honduras, Nicaragua, and the Dominican Republic.


FinA Software Product Support Project

USAID has funded and supported the FinA Off-site Surveillance project in support of financial sector regulators, with existing installations in five countries (Armenia, Georgia, Kyrgyzstan, Tajikistan, and most recently Azerbaijan). This software product enables bank and other financial sector regulators to more efficiently and effectively manage and analyze regulatory reports submitted by financial intermediaries.

The Integrated Financial Management System for Haiti project is aimed at assisting the Haitian Ministry of Economy and Finance (MEF) and other Government of Haiti (GOH) entities in the ongoing struggle to combat corruption within the country's financial management system.


USAID/West Africa Regional Roaming and High Speed Internet Access

Implementing Organization: SRA International, Inc.

Over the next five years, USAID/West Africa will support activities that will lower the cost of high-speed Internet access and cellular roaming in West Africa. Working closely with the Economic Community of West African States (ECOWAS), USAID/West Africa will promote policies that encourage regional competition in cellular roaming and high-speed Internet markets. Success will be measured by decreases in the costs to firms and consumers for cellular roaming and high-speed Internet services, as well as by the increases in intraregional cellular and high-speed Internet traffic.
